"Why aren't rankings improving?" They should have a clear explanation. Maybe competition is fierce. Maybe your site has technical issues. Vague answers are red flags.
"What's the plan to fix it?" If things aren't working, they should adjust strategy. Same approach expecting different results is insanity.
